Please could you help out a friend with his problem as follows

--" I use an old computer installed with Win 3.1 for my
e-mail. I do this because it takes a much shorter time to load up the
computer. I can turn on the computer and check my e-mail in about 30
seconds without having to go through all the rigmorall (spelling?) of
loading up Win 99. This computer also has a Win 3.1 version of
netscape.

But when I post an e-mail it always gives the date and time as being
about 18 hours later than it actually is and therefore all my e-mails
sit at the bottom of all your inboxes for a day or so. The date and
time
is set correctly in CMos, so it is a Netscape software problem. But
do
you think I can find how to change it so it sends the correct time in

my
e-mails ?? Anyone know the answer, remembering that I have a Win 3.1
version of Netscape ?

One thing checked out already as follows via a suggestion.

The time and date from Dos prompt and the Clock icon in Win 3.1 both
show the correct time and date.--"

Methinks that its something to do with the Time Zone and he can't find the settings for it.
If anyone has 3.1 windows and knows how to alter the timezone settings it may be of some help.


If anybody can shed a light on his problem would be most grateful .

No such thing as Windows 99, but that's ok

There are 2 possibilities here.

1) Something is wrong with his ISPs clock, in which case it has nothing to do with him. This is the most likely thing. He can check this by logging into his ISP on somebody elses computer, to see if he has the same problem.

2) Time Zone... I can't remember if you can even set that in Win 3.1 - but you can check pretty easily. There are only two places it could be. The application in ... ok, I don't recall which folder it is in. Main, Control Panel, or accessories - but it is where you set the date. The other place is the clock itself. If it's not in either of those places, it doesn't exist.

The time issue
One question, is the time in your computer's bios up to date...if not, you could go into your motherboard's bios and change it there...that would probably be the first place to check. One more suggestion, see if netscape has a patch for this...maybe more people have had the same problems and netscape could have released a patch for it's Win 3.1 version

The following paragraphs have fixed my friends problem so I thought it best to repost the solution here for everybody.

This information is from the "Unofficial Netscape Faq."
(http://www.ufaq.org/) Follow the instructions, and Netscape Messenger
should start reporting the correct time.

This procedure is for Windows 3.1, not Windows 9x.

"You need to tell the system the time zone used when you set your PC clock.
A standard way of doing this (and the method expected by Netscape Navigator
2.0) is a line in your autoexec.bat file:

SET TZ=aaahhbbb

where:
aaa is the abbreviation for your standard time,
hh is the number of hours WEST of Greenwich,
bbb (which can be omitted) is the abbreviation for your daylight
(summer)time zone."

Using the Eastern Standard time zone as an example: 5 hours west of
Greenwich (GMT), and the summer time is Eastern Daylight time (EDT)

Back up your autoexec.bat file, then use a text editor, or sysedit, to
insert the following line into Autoexec.bat -- without the quotes of
course.

"set tz=EST+05EDT"

One final note... if you upgrade the computer from Windows 3.1 to Windows
9x, you may need to remove the the TZ setting from the autoexec.bat file.
