If you install ANSI.SYS in the CONFIG.SYS file, you can use the ANSI control sequences to change the colors of the displayed text. Here's a page with all the ANSI.SYS codes: http://www.delmar.edu/Courses/CIS415L/ANSIsys.htm

You can't start windows when booting from a floppy.

Just re-read your post; "i want to change color from 1 st menu upto a prompt"

The following should do what you posted; (example of my config.sys)

[Menu]
menucolor=9,0
;menucolor=11,0
;menuitem=windowsRAM,Windows 98SE with 15MB RamDrive
menuitem=windows,Windows 98 Second Edition
menuitem=dos,MSDOS 7.10a
menuitem=doscd,MSDOS 7.10a with CDROM Support
menuitem=dossound,MSDOS 7.10a with Sound
menuitem=doscdsound,MSDOS 7.10a with CD Support & Sound
menudefault=windows,8
