Seems that something is blocking all these processes. Faulty Memory Chips?

Run Msconfig. Select the Startup tab. Deselect all programs from the list except for Systemtray and ScanRegistry. Click Ok and restart the computer.

Repeat these installation processes.

*.tmp
C:\Temp\*.*
C:\Windows\Temp\*.*

All files and folders deleted will be sent to the Recycle Bin. Empty your Recycle Bin and attempt to download and reinstall IE 6.0 SP1 after a restart. If unable to install, let us know the error message if any, or gives us some feedback.

You can also install Windows Installer prior to the IE 6.0 SP1:

Did you install Windows Installer as previously suggested?

Also try to extract Rundll32.exe from the CABS in Safe Mode. This file is the Win98_46.cab File. It belongs in the C:\Windows folder.

Extracted Rundll32.exe in safe mode. Then attempted to install Windows Installer after restart, got error msg-"The specified service already exists." Tried reinstalling IE got the usual error msg's- rundll32 and mstime.dll. I had to extract the entire Win98_46.cab file, couldn't just extract rundll32.exe, the rundll32.exe file couldn't be found. When I try to go into program now I no longer get Rundll32 error, but can't run program because D: drive is inaccessible.

What exactly is the D: drive? The CD_ROM?

D:drive is the CD ROM. I noticed that when I ctrl-alt-del to get out of frozen IE, there is an unknown program also running.

Can you run another Hikjackthis scan and post the latest log? I also notice you do not have an antivirus program. See is you can run an Anti-Virus Scan on line:

Ok. There are two things that I feel you should check in the computer. One is your System.ini file.

Go to Start->Run, type Sysedit and click Ok.

Select the System.ini file. Scroll down to the line Shell= under [Boot]. This line should read as follows:

Shell=Explorer.exe

According the Startuplist report this line seems missing, or appears as Shell=, without the Explorer.exe argument.

Quote:
Shell & screensaver key from C:\WINDOWS\SYSTEM.INI:

Shell=
SCRNSAVE.EXE=
drivers=
In addition, Dr. Watson is being engaged. When an error occurs in Windows, it attempts to report the error to Microsoft. There is no option to disable this error reporting.

To prevent Windows from sending an error report to Microsoft, and to create an error log instead:

1. Use Windows Explorer to navigate to and expand the C:\PROGRAM FILES\INTERNET EXPLORER.

2. Rename the dw15.exe file to dw15.old.

Let me know if there is an improvement.

The shell=explorer.exe line was completely missing.

And, Dr Watson was being engaged. I had to restart and make the change before making an internet connection, as windows was using the file.

IE seems to working better now, except for an illegal operation/shut down msg about Iexplore. No freeze ups so far.

I tried running Microsoft Internet Explorer 6 Repair (thru add/remove programs) Here are the error messages:

Internet Explorer 6 could not be repaired. Please run setup again to reinstall all components.
Internet Explorer 6 cannot be repaired due to the following errors.
An error occurred loading "c:\windows\SYSTEM\mstime.dll" The file may not have been installed or it has been corrupted.

I tried downloading mstime.dll but got the same error msg when running the scan again. So I tried reinstalling all components of IE 6 again and still got the same error msg.
