Arrow Messy Desk
A newly installed game left a portion of it's splash screen on my desktop. The game isn't running in processes or start up config. How do I get rid of it?

Have you tried Easy Uninstaler? That helped me with a similiar problem.

Right click the desktop > click refresh.

I tried refreshing the desktop first. Comp has been restarted numerous times, and every time the portion of the game's background shows up just like it actually has business being there. I've scanned for viruses with up to date software. Am I going to have to uninstall the game? ...system restore?

Instead of restarting, try powering down completely. Unplug the computer from wall and wait a few minutes, then start up.
