Seems like a problem with your internet provider. Ring them up (or email if you prefer) and ask them if they can turn off interleaving as you are having ping/latency issues. That's what my ISP did and my ping on counter strike went from 100ms+ to 10-20ms.

There may be an option in your router to turn it off but contacting your ISP is the best bet.
