Question FPS flutuations/Juddering in games!
I have recently bought a new BFG 9800gtx+ OC graphics Card. All the drivers have been install and are of the latest version but when I run games i get an anoying fluctuation in FPS which is really annoying as the character seems to spead up and slow down constantly. i have no idea what might be causing this. games i have tried are; Crysis, Mass effect and world of warcraft and that all have this strange variation in FPS. I know this GFX card can cope with these games and even when i lowwer the graphics setting this still occours. could the possibly be a problem with something else as it wasnt doing this before i got my new graphics card that i am aware of. Any help would be much Appreciated

Is it possible that your motherboard can't handle your new graphic card?

just brainstorming here

I'm pretty sure I've found your problem. You've typed it yourself:
"EZ Cool 700W Tornado PSU"
Sure, it looks very nice, but 20 A for a 9800 GTX+ and all the other components except CPU just isn't enough. Get a quality power supply. For example, Corsair 650 TX.

PSU is fine, what type of processor do you have?

Sounds like bottlenecking to me...

(CPU cant keep up with GPU)

Yes, it is good quality, but it's a bit overkill if you don't plan on upgradin to even better graphics card (OC GTX 280 or Radeon 4870x2) and a high-end Quad-core CPU...

do you think upgrading the processor would solve it, at the moment my cpu is at 800Mhz bus speed, im thinking of getting an intel core 2 quad 2.6Ghz with 1333mhz bus, would that solve it?

It could. I'm still a bit doubtful of that "socalled700W" cheap brand PSU. If it actually copes with the graphics card, then the new CPU will fix that. If it is compatible with your mobo, that is.
