Lilb, you are both right and wrong...
A Core i7 is simply the fastest processor in the market. Gaming or editing, this processor is a killer.
If your wallet is big enough go for a Core i7 and couple it with a high end graphics card like the Radeon HD 5850/5870.
But most of us are on a tight budget, right?
Here's where Lilb is correct. Buying a Core i7 with a low end card isn't a good idea if you are gaming a lot. You 'd better buy a cheaper Core 2 Duo/Phenom II and a high end graphics card if you are gamer.
Now, regarding Fallout 3, I've seen it running on a P4 @ 3Ghz, 1GB of RAM and a GF7600GS. A lot of graphical detail had to be sacrificed in order to maintain acceptable frame rate but the game was running smoothly.
On my previous setup (C2D E6300, Radeon HD 4650 DDR3, 2GB RAM) I could play the game on high settings at 1440x900, I even used a bit of AA.
So, your system will of course run Fallout 3, how good I can't answer. I speculate that you will run it on medium-high settings (depends on your monitor resolution as well) if the GF240 is performing close to a GF9500GT. So yes, you will be fine.
But the GF240 may not be the best card for other, more demanding games. Think of what Lilb suggested, getting a better card and PSU is an investment for gamers.
