Are you able to run Steam at all?

If not, try uninstalling then re-installing Steam:

Are you going through a Router...if not I know you have turned the firewall off but that will not help...turn it back On and then allow Steam access

Let's try scanning your system, just to make sure nothing is interfering with Steam.

Malwarebytes' Anti-Malware:
http://www.filehippo.com/download_ma..._anti_malware/

SUPERAntiSpyware:
http://www.filehippo.com/download_superantispyware/

Make sure you update both programs before scanning.

Restart your system after each scan, then try re-installing and running Steam.

Hi again Polaris2KS, i downloaded the software and ran them the result was surprising. I had the following problems, Adware registry keys, trojan agent and Rogue A360 AntiV. I had 22 problems and your software fixed them all so thank you for that. I do have a router and Windows Vista, i ran Steam and i got the following: Steam exe.(Main exception Unable to load library) Steam.dll. tried to load steam with all my computers protection on and off and got the same message. A few of my friends are having the same problems as me and i passed your advice to them, i am gratefull for the advice and help you are giving me, thank you again.

Are you running a program called PeerGuardian2? If so, disable it and try running Steam.

If unsuccessful, continue with the following instructions:

Click Start and in the Start Search box at the bottom type cmd.

When it appears under Applications, right-click and choose Run as administrator.

Now type in the following:

netsh int tcp set global autotuninglevel=disabled

Press Enter and Restart your system.

Try running Steam.

Hi POLARIS2KX........i am still unable to download steam(main exception cannot read library). I dont know if the following could be the problem, every time i try to download windows service pack 2 i cant connect to the internet. I have to uninstall the package to enable me to get online, if i am unable to get the package it might be the cause of my problems? Thank you in advance.
