1606 error appears . What is it and how to fix???

1606 error
It happens when I try and download a program such as Nortons.
When this started I also lost all my sound except for wmp.
No email alerts, no mouse clicks etc.etc...
I checked and all mute buttons are unchecked..

Hi seems to be a common complaint with Norton.
Is this a new install of Norton?

The Norton is a renewl..
I found away to get around it. Ilogged in to computer as a differant user.It may not be the correct way, but it works. I now have sound and NO 1606 error.
The only bad thing , I had to transfer all my doc. and desktop icons, and all personal fiels..
Oh well it worked for now..
