Which probably, but not certainly, means you're the computer administrator. Note that 'you' refers to the account being used, not to you personally. Many people use two accounts on the same computer, one as an administrator and one as a limited user. Which account are you using?

Go to Control Panel, User Accounts. Under your account name it should say Computer Administrator or Limited User. Odds are that if you're the only one using the computer it'll say Computer Administrator, but let's check to be certain.
