Virus prevents copy, access to task manager, regedit, internet

I have a virus that is causing me all sorts of issues on my machine running Win XP Professional. It is an older machine and I want to reformat it but I still have some music and pic files that I want off of it. My problem is that the virus won't allow me to copy or cut & paste. Does anyone have any ideas on how to get this data off of the hard drive?

Take out the drive and put it inside a $20 usb enclosure. Then you can copy the files to another PC, but don't copy any virus-infected files.

Or try your cut/paste/copying in safe mode.
