Email & IP Reverse Search
Does anyone know a program that I can use to get the name and address from an email header?

Lets say the email header says someone@microsoft.com. Then you'd do a whois.net search for microsoft.com. That will give you the administrator for microsoft.com and its headquarter address. That is as far as public records will get you.

the header will contain the IP#
if you want to take that further go to
http://www.arin.net/index.shtml
type the IP# into the search field and you will get the actual IP name and contact info, as lunarlander mentioned though to go further than that you will have to contact them and ask. I doubt you will get any kind of response without a court order however back when I was moderating a forum I contacted an administrator about abuse (with proof of said abuse) which resulted in a number of people having their account closed. So even without getting the "specific" who information people can still be dealt with through their IP
