Norton 360 BIG problem

This has been annoying the hell outta me I cant uninstall norton 360 and the removal tools dont work.I tried removing from add/remove programs and i tried deleting the folder in program files is there no other way! Help me please this program is restricting features of my comp because the damn firewall wont go down.
