Windows Firewall
I'm having problems starting my windows firewall and it is holding back my torrent client from working.
I get the following messages
Windows settings cannot be displayed bcuz the associated service is not running. Do you want to start the windows firewall connection sharing ICS service?
I click yes and i get
Windows cannot start the firewall/internet ICS service

Now i have looked at tons of forums, i have done the following
Dial-a-fix reinstall firewall
Deleted subkey in registry
followed some windows guide to reset registry (using some long notepad doc.)
all the possible Net ____ resets in cmd
what else should i do??

You may have a malware issue, Torrents can bring in malware. I would go to the malware removal room and post a Hijackthis log.
