Solved: Cannot enable add-ons

Cannot enable add-ons.
DELL Latitude Pro C800
Tools, manage add-ons…..greyed out
Tools Internet options, programs, manage add-ons, everything listed is enabled.
Go to Start > Run > type in gpedit.msc > on the left side, there are two "Administrative Templates" entries. Click on the lower one. > On the right side, click on Windows Components > Internet Explorer > Now look to see if the following is enabled:
"Do not allow users to enable or disable add-ons".
If that is enabled, double click it and disable it or set it to Not configured.
everything listed is ‘not configured’
I don’t know if updates are being downloaded
Cannot download SP3
Cannot download Active X
Cannot upgrade my printer or Paper Port…can’t upgrade anything.
Can’t seem to download anything.
………But, for some reason, I did download AVG anti-virus.

I don’t have the original OS disks because I bought it as refurbished if I had them, I’d re-install the whole blasted thing.

A way around it ! ?
I'm not sure which one I have.
When I click the internet icon, I start with the screen that states 'add-ons disabled'. While searching under that restriction, I put a site on my desktop. If I click on this incon to start the internet connection I get no add-on restriction and can do whatever my little heart desires. How the heck does that work ? That's rhetorical, I'm a happy camper now.
Thank you for responding so quick, I was pleasantly surprised.
