Is there any legit reason why when I open options (FX3, tools, options), that msimn.exe should try to load?

C:\Program Files\Mozilla Firefox\firefox.exe Attempt to load a new or modified module C:\Program Files\Outlook Express\msimn.exe into process. Action blocked.

Also, when I attempt to open Add-ons (FX3, tools, Add-ons) I get a request from my FW to allow a 443 outbound to 63.245.209.15 --- Mozilla. For those using FX3, do you automatically get an outbound attempt to Mozilla when you simply open tools, add-ons to enable/disable an add-on or plug-in? thx
