Does Nmap Xmas Scan affect those that are downloading the file to I.P address or everyone that's using the same server under that I.P address.

The reason I ask this is because, Norton Internet Security pop out a security intrusion notice of blocking Nmap Xmas Scan, and since I'm using wireless router I was wondering will affect other people that's using the internet too? Will the intrusion scan other computer under that I.P address. Sorry...I don't know much about computer. Thx in advance!

Each device/computer has its own ip address. If you scan one pc, only that pc's defences will notice it.
