Windows Vista 32-bit; repetitive message from Windows; states "Manages the Trend Micro proxy. stopped working and was closed. A problem caused the application to stop working correctly. Windows will notify you if a solution is available"
When this happens I am often online - using Mozilla Firefox, and then can't get online anymore. A reboot usually fixes it so I can get on again.
