privacy settings

My privacy settings in my internet options keeps resetting to "allow all cookies" I have to keep checking it and resetting it to the default, but a few minutes will go by and I'll check it again and the darn thing is back to "allow all cookies"! I have ran Lavasoft ad-aware and my norton and my norton says that it has resolved the issue, when in fact it hasn't. Does anyone have any advise?
OS: Windows XP (incase you needed to know)
