administrative problem

I have a Toshiba lap top (purchased new) about 3 years ago, wind XP.
I am unable to log in as administrater.

I assume you're saying you don't know the password. Have you tried just hitting enter without entering a password? That's about all the assistance we can offer as we can't verify the actual situation or intent, as per the site rules:
