If I go to a website such as ebay it gives a page with a red sheild in the upper Left
hand corner. It recommends not to continue but there are text choices that allow
me to continue to website. It is also does that with yahoo email. Does not do it on
this page. I have internet explorier 8 so that is updated. I use AVG virous software.
I have not figure it out.

IE 8 might give you more info on what is wrong with the certificate. Is there an detailed explanation link on that red shield page?

Here is the info on that page:

There is a problem with this website's security certificate.

The security certificate presented by this website has expired or is not yet valid.

Security certificate problems may indicate an attempt to fool you or intercept any data you send to the server.

We recommend that you close this webpage and do not continue to this website.
Click here to close this webpage.
Continue to this website (not recommended).
More information

If you arrived at this page by clicking a link, check the website address in the address bar to be sure that it is the address you were expecting.
When going to a website with an address such as https://example.com, try adding the 'www' to the address, https://www.example.com.
If you choose to ignore this error and continue, do not enter private information into the website.

For more information, see "Certificate Errors" in Internet Explorer Help.

The most common problem when IE reports this :

"The security certificate presented by this website has expired or is not yet valid"

is because the PC's date and time is incorrect. Sometimes it is due to the CMOS battery failing and thus the PC clock is set back to the year 1999 or something. When that happens IE complains that the certificate is 'not yet valid'.
