Question Personal Antivirus
I recently got hit with something called "Personal Anti-virus".....I got some help here as to how to uninstall it and I followed the recommended procedure and I thought it was gone. However,when I go on to numerous different websites (using IE only, not Firefox) I keep getting blocked by PAV. should I just go ahead and reload IE, as Firefox works fine.

I don't know how you got rid of this rogue Personal Antivirus program in the first place but it would have been an issue for the Malware Removal forum... Perhaps you should start a new thread there.

Download HijackThis 2.0.2, install it in its default location, run a scan with it, save the resulting log in Notepad, then copy-and-paste the entire log here. I'll then have your thread moved to the "Malware Removal & HijackThis Logs" section for assistance.
