looking for a way to make installs need a password
I have a problem at work there is a computer and others keep downloading and installing programs and toolbars basicly crap that just takes up space and slow down the computer is there a way in xp home or with a FREE program to make a password needed to install anything but not need a password to update ie java, antivirus ect.

The usual way of accomplishing this is to setup a limited user account for people to use. That way, they can't install things to Program Files folder. I don't know about browser toolbars though.

can a limited user create files ie documents , use the printer and use the internet ect.. can i make the currebt user a limited one so all the stuff docs ect are still there

If you set limited user accounts in Windows they won't be able to install stuff on the Pc nor they will have access to the security settings.
