Blocking Applications via Symantec End Point Protection 11

In the Application and Device Control section of End Point 11 you can set it to block specific applications from running on computers with End Point 11 installed with the "Block applications from running" command. The problem I seem to be running across is that it seems you have to have those applications installed on the server to add them to the list. I would rather not install the programs I want to block though. Does anyone know a way around that? Or, am I misunderstanding what it is looking for?
