Plain and Simple...

Can you get a virus from simply visiting a webpage?

Or do you have to download a file first...

Yes, You can.

An exploit could be used to download the malware,
Usually an exploit in the browser or a plug-in.

You can get infected just by clicking into a web site, and or even click the x to close a pop up. That is why we have to keep our computers clean and run an anti virus, a firewall and multiple anti malware programs on a regular basis (and keep them updated)

There are also ways to stop it or limit what can happen so that you don't have to hope that your AV or other scanner will be able to detect it.
  1. Harden the browser by disabling javascript, and/or plug-ins/java/activex/etc.

  2. Sandbox the browser, as well as other threatgates like email clients, etc.

  3. Use a limited user account to limit what damage the malware can do to your computer.

  4. Default-deny, Only allow certain executables to run so that if any malware gets downloaded it can't execute.

Also always keep your programs updated in case there were any vulnerabilities that were patched.
