1. I have uninstalled & installed network adapter.
2. Restarted the network apater & cable modem
3. i get "Windows could not detect this network's proxy setting"
4. when i go to "Network & Sharing center" and under "view your activity network" i get "identifying"
5. "identiyfing netgear" below it said "no internet access" while connected to netgear

What's the make, model, and operating system of the problem PC?

Have you tried connecting in Safe Mode With Networking?

How to Access Safe Mode With Networking

While the computer is turning on, tap F8 repeatedly until a black screen with white text appears. Using your arrow keys highlight the option Safe Mode With Networking and hit Enter.

Note: If you're using Windows XP, connect to your modem or router with an Ethernet cable, then follow these directions.

TCP/IP stack repair options for use with Vista or Windows 7

Start, All Programs\Accessories and right click on Command Prompt, select "Run as Administrator" to open a command prompt.

In the command prompt window that opens, type the following commands, each followed by the Enter key:

Reset WINSOCK entries to installation defaults: netsh winsock reset catalog

Reset IPv4 TCP/IP stack to installation defaults: netsh int ipv4 reset reset.log

Reset IPv6 TCP/IP stack to installation defaults: netsh int ipv6 reset reset.log

Reboot the machine.

Are you able to connect in Safe Mode With Networking now?

If not, download the drivers from the manufacturer website on a working computer, then transfer them to the problem PC.

It's not getting an IPv4 address from the Router, the one in your post, 169.254.204.209(Preferred) is assigned by the OS.

If the laptop that does connect is the same OS compare it's Network settings with the problem laptop's.
Please post the working laptop's Ipconfig /all so we can compare them.

Ok, you need to go into the wireless settings on both laptops and see if they are set the same.
If they are check the wireless settings in the Router. It has to be able to give an IP address to both laptops using wireless. It has given 192.168.1.4 to the working laptop so check it has a free IP below that, like 192.168.1.3 foor the problem laptop.

You should have to enter the wireless password at some point to set it up, have you done that on the problem laptop ?

How many computers are connected (wired or wireless) to the router ?

EDIT : also in Device Manager what's showing under Network Adaptors ?
