I was thinking I might need a voltage regulator, but not sure if it is necessary.

My girlfriends previous laptop sustained some damage to the motherboard(at least that's what the repair tech said)

I suspect that the rolling blackouts and inconsistent power into her apartment played a role(In the Philippines). So, I am trying to figure out what device I need to keep the power into the laptop consistent.

I'm getting her a new laptop so I want to be preventative.

Would a voltage regulator be the right choice?

Any advice, as always is appreciated.
