DVD R Not Reading CDs Or DVDs

Running Windows Vista on Compaq Presario.

When a dvd movie is inserted HP DVD Play freezes until disc is ejected. When trying to access discs in windows explorer, windows explorer freezes until the disc is ejected. I already uninstalled and reinstalled drive as well as ide controllers, and changed the ribbon cable.

The dvd drive stopped reading discs and was replaced with a brand new unit which has the same problem. Device manager shows dvd drive is working properly.
