when i connect a device i get a pop up telling me it would run faster if i connected to a high speed usb port, but they should all be 2.0(have tried them all). also my usb network adapter will only connect at 11mbs and not 54 like it should.

Have you by chance change OS's on this computer? You can check in device manager and lookf for Standard Enhanced PCI to Host Adapter. that is your USB2.0 If it is missing you would need install the Motherboard drivers to get it back.

I was going to suggest a repair install of XP, but with it being a preinstalled version you don't have the Windows Installation Disc from Microsoft to do this with. The recovery discs from HP/Compaq wont allow you to do this, if you even have them. My SR2168HM I had to make my own recovery disc set from the start menu but it is running Vista. You could possibly purchase a System Installation disc set from HP/Compaq. I did just to have it. Cost me $15 US and took 5 days from order to my mail box.

Well you can try reinstalling. But what I was going to suggest was a Repair Installation this would reinstall the os with out changing you settings and you would not have to reinstall your other programs.
