40 is pretty small nowadays. It will hold your operating system and a lot of programs, and a few videos. but if you really get into saving videos or music, it may get used up pretty fast.
Of course, you can always buy an external later to save your files, but you want to be sure that the main drive is large enough to hold all your programs. So, I'd suggest getting the largest that comes with the machine since you may very well discover later that you need the space. If it is a desktop, you can also add an internal drive later, too, if you decide to, so that is another option for more space, and programs can even be installed to the added drive to save space on your main drive.
I'd recommend getting the largest that you can, but if you don't, there are many alternatives for adding space later.
