Solved: USB Device Not Recognized Issue
Ok, this problem started today around 1AM.

I was watching a movie and when it finished, I noticed that my mouse had stopped functioning. Like most people would do, the first thing I did was plug/unplug the mouse from my laptop. Nothing happened. I decided to continue on this when I woke up. After trying this another 2-3times I gave up and unplugged the mouse. Soon after, the "USB Device Not Recognized" window started popping up. I have restarted the computer, uninstalled the device on the device manager and stuff and the pop-up still appears.

For some odd reason the only way to stop the balloon to pop-up is by connecting the mouse to that USB Port, which is useless because it won't work. If I unplug the mouse, the balloon will continue appearing.

Thanks for any advice that might help me fix this problem.

Windows Vista Home Premium 32-bit
Intel Core 2 Duo P8600 2.4GHz
4GB Ram
nvidia GeForce 9600M GT

I have found that when the wireless mouse starts acting up it ususally means it needs fresh batteries.
