lights on, not booting up
hello, came home from work one day looking to enjoy some online gaming to unwind and to my surprise my pc would not boot up. here is what i know.

HP Media Center pc m7640n
when this pc was 1 month old it had to go to HP for repair but i was not told what the issue was. I think it was HD. After sometime, over 1 year it would not start. I took it to best buy and i was told it needed a power supply. I had them install an Antec 500watt supply and it was working again. Prior to when it stopped booting up i would receive a message stating the system fan was not operating from time to time but all the fans were on. Since purchase i have upgraded the video card to an ATI Radeon 4670hd card. other than those 2 changes, the video card and the PS the computer is stock from HP.

currently if i plug in the pc and flip the switch on the power supply all the lights on the pc go on steady. The hard drive is getting power, i can feel it vibrating. the fan on the power supply is on and the fan on the video card is on but the system and cpu fan do not spin

The dvd drive will not open or power up as no lights will go on. I have tried disconnecting as well

MB is Asus A8M2N-LA Nvidia 6150 LE chipset AM2 socket.

Is there any chance this is a PS issue and not the MB?

All advice is greatly appreciated.
