can connect ISP but bytes come in VERY SLOW (09-13-2003 07:10 PM) report / quote / edit (#1)

my son recently put in a new hard drive
then installed LINUX and also windows 98

when he dials his ISP with windows 98 dial up networking it will connect/log in
but the bytes are hardly coming in or going out

he is able to dial Juno and get email with this computer
so apparently the modem is working

but wonders why it won't get on the internet
