Solved: Is this possible
Is it possible to have some weak 486s and network them all into a dual proccessor system with something like 3.4 ghz that runs an X server with the 486s as terminals that can each run older linux apps in x withoud having to take the full load of the processes.

Yes, it's very possible. Take a look at
K12LTSP
I have not tried setting up a terminal server yet, but when (or if) I do, this is what I'll probably use.

Thats similar to what the NSA uses for their TRANSLTR which is strapped to n/a proccessors (rumored to be near millions) it is connected to a few terminals which dont need much power because they use TRANSLTR.

Cool i looked at those projects and know i know that it will work. whenever i have enough computers, i'll be old enough to buy a nice alienware
and i'll network them to that and let it do all the processing.
