Exclamation Proftpd Linux Box Setup Help!

Thats the way its setup.

i extracted the stuff from the tar file into /usr/src/ and it made the folder... I ran ./config with my options, and then finally ran the makefile... after that i ran proftpd with the basic.confg file. all went well. till i tested it with:
ftp localhost
then i got:
ftp: connect : connection refused
so i checked out my /usr/etc/hosts.allow and /usr/etc/hosts.deny and they both were empty, so i figured they weren't the problem

Help! ME!
