libc6-i686 in debian
how do i get the compiler to use libc6-i686? i understand that the default is libc6and not the optimized libc6-i686

My guess: Uninstall the basic libc6-dev, however, this will only affect self compiled programs, not things from the apt repo.

i tried uninstalling libc6-dev and this creates a dependency problem.....any other ideas..

Well, by default I believe all debian packages are i386, with the optional enhancments. So I guess you can't optomize debian, unless you can find an optomized apt repo.
