Someone RAR'ed it? Sounds weird to me...
I'd go here http://distrowatch.com/ and DL the ISO - pick which one you want and burn the image to a CDR, then boot the computer with the CD in the drawer and follow instructions.

If your RAR unrared okay and gave you a proper disc image, you should be able to put the disc in, restart the computer, and the Live OS will boot. It is kind of slow b/c it's loading from a Disc, but once it starts up, click the install icon on the desktop and just follow the instructions.

If you don't have a bootable disc, be sure to get the .iso file from a reputable source, like distrowatch, or even the Ubuntu site. That will work with no trouble.

If I don't have or see an Install icon - the desktop just has a CD ROM icon - in any of the menus, could it be the Live CD is only for use as such and not made for installation or is there something I'm missing?

That depends. If you're using Ubuntu 5.10 or older, then there are two discs, and one is strictly live, and the other, the install. From 6.06 on, the Live CD is also the install CD.

Thanks a lot for that - the version is 5.10 x86 Live so that explains it then. I think I'll stick with PCLinuxOS but was curious about Ubuntu, heaving heard so much about it. Maybe a v 6.1 disk set will come my way but for the time being, PCLOS will do me.

If you want a nice pressed CD, Canonical will ship them for free.
I'd offer to send you one b/c they usually take a while(2-4 Weeks), but I don't know how much post would be to send one from here. If you're really interested in giving it a shot, the .iso's are everywhere.
