Are there charges involved for using Web Cams or Voice Communications (i.e Microphones ) between users

Depends how you do it, but the usual method of using an instant messenger costs nothing more than your normal connection costs.

There are quite a few computer-to-computer phone programs available that are free, too, and with Skype, even calls to regular phones are free in some cases.

Well, as "free" as anything can be in this world, I guess. At least it's "no additional cost". You pay for it somehow, believe me. Chances are you already paid for it by buying Windows and paying for a connection, so you may as well use what you already bought.
