I need help with my serial port, Express serial express card by SIIG it works on some things and not others, I need help pronto. Justin

Does it show up in Device Manager as a properly installed COM port? What does it not work with? What cable are you using (straight or null modem)?

You'll need to be specific about the exact nature of the issue here. What is the exact model of that card, do you have a link to the product description? I been using some StarTech PCI2S550 cards here for years, and they've had no issues working with any serial device I've thrown at them.
