I'm running a pent 4 single core with a 40gb/250gb IDE hard drives and 2 dvd drives. Can I add a SATA hard drive to the system so that I have a 3rd hard drive to use for data storage?

Do you have a SATA connector? If not, you can add a PCI card with SATA connectors. You should have a good power supply for all that hardware, too.

The short answer is yes, I have several systems with both SATA and PATA drives in them.
