"jumping"/"lines" in play back

I have ripped all of my movies to my hard drive and I now use my computer for play back (HTPC). The problem is I get a "jumping" sensation and a kind of "line" across the picture. My video card is an ATI HD 4670. I'm using both Windows Media Player and VCL player and both show the same results. There is no "skip" in the playback (it plays back smoothly). It is just the "jump" in picture.

Ideas?
