Are you looking to connect the computer to the TV? Or do you want to burn video files to a disk?

i want to be able to copy movies etc and other media onto a multimedia player and then connect it to the tv to be able to watch it through the tv, all the ones i have seen so far need an hdmi cable (ie to connect to a hidef tv) however we dont have a hi def tv, just a normal lcd (non hd) so i am looking for a multimedia player which doent need an hdmi cable to connect to the tv, just a scart or something like that

What do you mean by "multimedia player"? You're looking for some type of hardware? A physical device to copy media to? I don't know of anything like that. There are streaming devices like those from Apple and Western Digital.

It looks like your PC has S-Video output that you could connect to your TV.

Here's a guide on the different ways you could hook it up:

If your Philips DVD player has a USB port, all you may need to do is check for what video/audio formats it can play and connect a thumb drive or your external to the player.

Thumb drive would be easier, the only thing you need to watch out for is the format of the drive and the format the media is in. My roommate has a Philips surround sound system with said USB jack. Ill try to mess around with it, see if I can come up with any useful information.
