Solved: Laptop is picking up the signal but not connecting to the internet
For some reason the laptop my friend brought over is not connecting to the internet and has had a problem connecting to the internet for awhile apparently. At first i thought it was just because his mom accidently hit the hotkey to turn off the wifi so i turned it back on and it still will not connect to the internet. The Mac and the PC i am using to write in this forum work just fine as well as the xbox. I have been stumped all morning and still cannot figure this out maybe you guys (and girls) can help me. I've tried troubleshooting everything and im seriously about to throw this laptop out the window. Here are some specs.

Also i even tried hooking up the laptop to the modem directly and it still picks it up like theres something there but still no internet.

What security application(s) on the system?

TCP/IP stack repair options for use with Vista or 7.

Start - All Programs - Accessories and right click on Command Prompt, select "Run as Administrator" to open a command prompt.

Reset WINSOCK entries to installation defaults: netsh winsock reset catalog

Reset IPv4 TCP/IP stack to installation defaults. netsh int ipv4 reset reset.log

Reset IPv6 TCP/IP stack to installation defaults. netsh int ipv6 reset reset.log

Reboot the machine.

Did this and rebooted it still nothing
The only things that are on there are Microsoft Home Securities and Norton 360 that says its unsubscribed not turned on or anything. Also Microsoft Defender but it says its turned off.
There is also something i believe to be a virus it is called PC Power Speed Optimizer. It keeps popping up showing i have threats and whatnot i deleted it once and it went away then when i was doing a system restore it poped up again after the system restore i tried to delete it again (even in safe mode) and it said that it doesn't exist.

Well deleted the viruses or the viruses i believed them to be i put Malwarebytes onto a flashdrive and used the program to delete the pc power but still nothing just throwing this in there to eliminate variables it might be

Uninstall Norton and run Symantec's Norton Removal Tool. This will probably be sufficient, but sometimes you have to run it twice and run the stack repairs again.

I do not know what Microsoft Home Securities is. Do you maybe mean Microsoft Security Essentials?
