Optimizing my Download Speed? Vista 64
Nvidia nForce Networking Controller - Phoenix AwardBIOS v6.00PG
Vista Ultimate (64)
4gig RAM (Corsair)
Quadcore
3mb rated connection with Northland Cable (GA, USA)
Webstar Cable Modem DPC2100R2 series
No Router - Hardlined

I speed test at pretty much exactly 3mb.
Max download speed is 364kbs when downloading via torrent or direct link.

I am noticing huge disparities when downloading files compared to friends with similar locations/ISPs downloading simultaneously the same file. They will be getting 600-1400kb/s when I am chugging along at 140kb/s. I hear this is a priority thing, any settings that I can optimize? Also a friend downloading from Los Angeles will be getting 900kb/s when downloading from a server located in New Jersey, and myself (in Georgia) will be getting 110kb/s.... just doesn't seem right even if he is next to a hub and I am not.
