I need something that is going to do a bunch of connectivity reporting.

I need one tool that does all of the following. The company I am working for is willing to pay I just don't know an all inclusive tool.

1) Ping from PC to router to verify PC connectivity to the Network. If it drops send it to an e-mail log of disconnection to be sent upon a successfull reconnection.
2) PC to the internet (perferably multiple locations on the internet) ping and will e-mail me (again on a delayed basis) once the outage has resolved itself. multiple locations perferred to ensure it truely is an internet problem and not a single site problem.
3) Intermittent download/upload speed tests throughout the day.

I have someone I am supporting that does not have a high end router than can't get me much information but their having a heck of a time fighting battles with their ISP. I figure this way I can have some ammo to throw at them.

I have used Fping to keep track of Internet Activity. It is a free utility but doesn't email or anything.

Yeah the bad part about it is all the tools I am finding tend to all be ping and not both ping and bandwidth related... I'll keep my searching going but thanks for the considerations.
