It means you should call your Internet Service Provider.

Well, it's slightly better, but you still have packet loss, which should not be happening.

Here's what a good line quality test should look like: http://www.dslreports.com/linequality/nil/2397775

Note that there are no dropped packets in the upper part of the test results. Also, note that the last hop on either the East Coast or West Coast test have no dropped packets. Dropped packets on the other hops in the lower part normally indicate an issue somewhere else, not with your connection. However, dropped packets in the upper part, or on the last hop indicate a problem with your connection.

Anything from the modem to the ISP home office. If they supplied the modem, I'd let them sort it out.

Since it's supplied to you from some other location, I can't see how you're going to address this problem other than talking to the ISP. Obviously, you live in something like an apartment where they have their own distribution system, something is amiss somewhere beyond your machine.

Yes i am in an apartment! We have a signal form the same guys going to the TV (digital television) so i guess there are cables for this thing in the box (where the cables come out) outside. Could the problem be coming from the cable?I mean the one in the apartment? There are some curves and twist of the cable but as far as i know it's ok as long as the curves and the other are not sharp (i mean like cable interruption)?!

The problem could be anywhere from your computer connection and outward. There's no telling where it is without on-site diagnosis.

Have you considered checking with a neighbor, and perhaps even connecting to their connection for a test and running the line quality tests?
