Solved: Internet problem
I have the following system at home:

PC1---------------------ROUTER-----------------MODEM
.......................................||
PC2--------------------------
||
PC3

PC1 runs on windows XP and works fine
PC2 runs on windows vista and works fine

PC3 runs on windows XP and is connected using an ethernet cross wired cable with PC2. File can be shared to and from PC2, however there is no internet connection on PC3.
EDIT: Due to the way the house is designed, connecting PC3 to the router is impossible

Both have the workgroup set as WORKGROUP.

Has PC3 had a connection before? Was it working before but now not working? Or is this a new set up you are trying to achieve?

Yes if I replace PC3 with PC2, PC3 will have internet.

Have you checked the cable between PC2 and PC3? Like take it out of PC3 and put it either between router and PC2 or from Router and PC1 to make sure its working. Presuming you have been through and given PC3 an IP etc and done all the other stuff for a connection between two PC's and also run a repair on the connection

I did try repair and it didn't work.

Is there a guide I can follow so that I can be sure that the IPs I entered are correct? Thanks

First off, remove all your manual configurations and configure all the connections for automatic addressing and DNS server addressing.

Next, bridge the two connections in the machine that has the router connection, select both of them in Network Connections holding the Ctrl key and clicking on each one. When they're both highlighted, right click on them and select Bridge.

You should now have connections on both machines.

Thanks dude, didn't know that a simple bridging would do great. Problem solved.
