problems using a wireless adapter
I'm using my neighbor's wireless internet with his password and permission. I have two computers. My laptop is running vista and it's already online.

My PC is running XP pro. I reformatted last week and I'm trying to get online using a Belkin N1 wireless adapter. In network connections, in control panel, there is a big red X through wireless connection 4, and it says, 'not connected.' This is weird, because the wireless adapter is recognized by my system, the Belkin drivers are installed, and the device manager says the adapter is enabled and working properly.

If I right-click 'repair' on the connection it says this:
Windows could not finish repairing the problem because the following action cannot be completed: connecting to the wireless network.
For assistance, contact the person who manages your network.

But windows continuously reminds me that wireless networks are available and within range. I click on the bubble to connect to the desired network and a window pops up asking for a network key, not a password.

While you have your neighbor's permission, I'm certain you don't have the ISP's permission as this is against the terms of service!
