Question Programs for a home server
I am trying to create a server that allows people to plug their computers into ethernet ports around the house and acess the storage of a computer I am building. I am going to use it to store music, films, pictures, and documents. I want it to that when a computer is plugged into the socket they can immediately access all the files on the server as well as the internet. I am going to plug the server as well as a bt home hub into a 8 port network switch and then wire it all into the walls. What programs will I need to run a set up like this and what programs will I need on the computer to turn it into a file sharing network computer that can be acessed by any one who plugs into the network?

You can do it for free simply by sharing your drives, for example:

If E: is the destination drive,
192.168.0.105\E$

Or make sure everyone is on a certain workgroup/ domain and you can UNC from the run line with \\PC-Name\E$ or \\IP Address\E$

Will these be the same PCs at all times?

Of course, it's better not to use the default admin shares, but rather setup file/print sharing properly.

This TCP/IP Home Networking and File Sharing Tutorial should get you started.
