You have a computer connected by ethernet to a Netgear router,
the computer is connected to nothing else (except maybe electrical power),
the router is connected to nothing else but electrical power,
and you can access a Linksys router?

Correct. The computer is not connected to anything.
The router is connected to the power outlet and to the modem.
I'm not too sure how I can access a Linksys router. I'm assuming it's the apartment complexes router. It's unsecured so I have to use it for internet.

I would not use wireless but connect a cable between your PC and the router - I think you are just logging onto someone elses wireless - because you are connected to that router

Page 3.3 of this manual is what your login page should look like

Alright. I hooked the computer up directly. Changed the settings (it was the Netgear router this time) I disabled security, and it's still not working. I tried restarting modem and router.

IS the wireless from the router broadcasting ? - and is it enabled in the router ?
Is the wireless light on the front of the router on?

try downloading this program and see if we can see the wireless
http://www.xirrus.com/library/wifitools.php

Also with the cable connected to the router - would you post an ipconfig /all

I don't think the program will work for the Mac. I won't be able to try it on the PC, it's so finicky and old. I can try to post an ipconfig/ all from the PC.
I'm pretty sure the router is broadcasting. The antenna light is flashing green, and the router name is showing up on the airport.

your right about the program

MAC alternatives
http://www.macstumbler.com/

Perhaps we should try the Mac route, i do not know the MAC very well...

ifconfig

If you log back into the router - with the modem connected to the router
We know the modem works - because you can connect the Mac to the modem and get internet access correct

so with the modem connected to router and you MAC connected to the Router via a cable, power everything off, switch on the modem, make sure all the lights look correct, switch on router - make sure all lights are correct
switch on MAC

loginto the router
Status page
Page 5.1 of the manual

Should see an IP address for the internet
Table 5-1
would be useful to know what you have for those entries ?

It doesn't look like Macstumbler is out yet, but I downloaded the next best thing. I tried iStumber. I'm not sure what info you're needing from the program.
The signal is about 68%-75%. (Does that seem low, I'm only about 10 ft. away from the router). White noise is a steady 13%. Channel 11.
I will try the other steps in a few min.

is this it http://www.istumbler.net/
I'll look at the interface

OK - so you can see the wireless signal from your router
It may also tell you if secruity is on / off
May tell you if the router is set to DHCP

thats a good sign - just need to work out why the router wont let you log on

All the lights checked out on the router and modem. The only one that isn't blinking is the orange internet light on the router.
I logged into the router to grab the IP Address.

IP Address: 173.168.238.54
DHCP: DHCPClient

So the router is connected to the interent OK

So they are all blinking - except orange

the power should be solid - if its blinking - performig diag test
Test - should be OFF
Wireless - should be ON - Not blinking
Internet - Blinking means data transfering
LAN - Blinking data is transmitting

So not good if you have the power and test blinking
